It is a project, in which the carrier should be the municipality, and the project should contribute to capacity building, improving the quality of services, and this does not include infrastructure projects. This program requires new innovative concepts, such as innovative municipal services, social protection and social services, sustainable growth and circular economy, provides new employment or skills for the local economy.
